I love link rollovers like that and well, everyone has them nowadays...so lets have a go!

First you draw the background. Do it in paint. Don't make it too complicated. Simplest ones look better...maybe spots or stripes.
Now open up your HTML or text program and open your CSS file. (your whatevername.CSS) Now paste this code in there somewhere
